There is lots to be improved in this picture, but that doesn't meant that the picture itself is horrible. The first critique that I have for you is, don't be afraid to take time to color on your drawings! the coloring looks very rushed in some areas, you could also add more shading on the top part of the hair. The top of the hair is very light and its all the same shade. Look at a picture of any anime character or person and you'll realize that the top half of the hair includes not only shading but highlight. So, don't be afraid to push your colored pencil/regular pencil down a little bit to add more of the values (shading values)! With your lines, I feel like they could be darker, i feel like the lines should be thicker in appropriate areas to add more depth but thats my preference. In the eyes i also feel like they make the character look dead. It would look alot better if you add a darker pupil. Last but not least, add a background!!
